  Healdsburg Open Space Reserve Walk: 2 miles or more.  Developed but not groomed trail. Hills. Would be good for an adventure chair, but too many roots for a standard wheelchair. Shade and sun.  I think it would be unpleasantly hot on an August afternoon. Dogs: yes, on leash. But poison oak and ticks abound off trail. There are government agencies that create and manage things like parks and National Forests.  But there are a growing number of NGOs that are preserving areas of land and creating walking opportunities.
